If the intranet installer behaves like something between new install and a new upgrade

If you are trying to run a fresh install of the EIOBoard Intranet Installer, but you are either prompted to repair the previous installation or the installer does not give you all the options like configuring your SQL server, follow the steps in this KB article. 

First, make sure EIOBoard Server is not listed in Add or Remove Programs / Programs and Features.  If it is listed but does not have the option to remove, download and install the Windows Installer Cleanup Utility from:
http://eioboard.com/downloads/utils/WindowsInstallerCleanupUtility.exe

Once installed, open the Windows Installer Cleanup Utility from the Start menu, select EIOBoard Server, and click Remove.

You may also need to delete the following Registry key before running the installer again:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\{4B4C2097-D438-4B1E-A50B-2987D0B0630A}
